Confagricoltura: horses should be recognised as a fully-fledged agricultural resource

There is a need for regulatory clarity in Italy and across Europe

07, Aug 2026

Horses must be fully recognised as an integral part of agriculture and not regarded as a marginal animal in relation to production chains. The sector, however, continues to face legislative uncertainties, whilst a shared strategic vision is needed at both national and European level.

“In Italy,” says Ferruccio Badi, president of Confagricoltura’s Federation of Horse Breeders and, in Brussels, of the ‘Horses’ Working Group of Copa Cogeca, “there is an urgent need to complete the process of recognising the horse as a fully-fledged agricultural resource, highlighting the economic, social and regional role of businesses operating within the sector.” Among the priorities, therefore, is the final approval of the draft law on horse breeding, which has been stalled for around three years, despite being considered a fundamental tool for ensuring stability for breeders and finally placing the horse firmly within the agricultural context.
