EU: Fish stock recovery is making slow progress

Commission publishes assessment of the regulation

03, May 2026

The European Commission has today published its evaluation of the Common Fisheries Policy (CFP) Regulation, covering the period from 2014 to 2024. The evaluation paints a mixed picture: whilst acknowledging some progress in reducing overfishing and strengthening fisheries management, the report also shows that there are still shortcomings in terms of sustainability benefits.

The recovery of fish stocks remains too slow. At the same time, the economic gains anticipated in 2014 have not fully materialised, partly due to new challenges, including geopolitical developments and high energy prices. The assessment also reveals that, in most cases, the main challenge is not the CFP rules themselves, but inconsistent implementation and enforcement across all EU Member States.
