Fishing and aquaculture: GALPA invests in the future

Three calls for proposals to innovate the supply chain, reduce emissions and support the growth of aquaculture and two presentation meetings

16, Jan 2026

GALPA Costa Emilia-Romagna has announced the opening of new calls for proposals under the FEAMPA 2021-2027 National Programme, initiatives that look to the future of fishing and aquaculture with the aim of combining innovation, sustainability, and the valorization of local production.

The first call is aimed directly at fishermen and concerns Action 2.A.1, entitled "Fishermen - Investments towards more sustainable means of production." This initiative supports investments aimed at modernizing or replacing the main and secondary engines (including electric generators) of vessels under 24 meters in length belonging to fleet segments for which the latest fishing capacity report, required by Article 22, paragraph 2, of Regulation (EU) No. 1380/2013, has demonstrated a balance with fishing opportunities. During the selection process, priority will be given to interventions on vessels under 12 meters in length that do not carry licensed gear; for fleet segments not associated with small-scale coastal fishing, only replacement with new engines will be permitted. Particular attention will be given to projects that involve the use of renewable energy, such as electric or hybrid engines, which directly contribute to reducing the causes of climate change.

The grant provided for by the call will cover 40% of eligible expenses, for amounts between €10,000 and €80,000, out of a total budget of €450,000. The call is open from November 11, 2025, and the deadline for project submission is 6:00 PM on January 22, 2026. Projects must be completed within six or twelve months of the grant award, depending on the stage of completion.

The second call, entitled Action 2.C.2 "Supporting projects for the processing and marketing of local fishery and aquaculture products," aims to strengthen the fishing supply chain and enhance local production through targeted interventions throughout the entire process: from traceability to processing to commercial promotion. The action supports projects that introduce quality certifications, eco-labels, advanced digital traceability systems, as well as innovative process and product techniques validated by recognized scientific or technical bodies.

The goal is to facilitate access to new markets and improve marketing conditions, including through marketing activities, branding initiatives, participation in trade fairs, events, and public relations campaigns. Particular attention is paid to initiatives that connect fisheries and aquaculture products with the tourism and cultural highlights of the Emilia-Romagna coast, creating new opportunities for artisanal coastal fishing.

The call is open to micro and small-to-medium-sized enterprises, individual or associated fishermen, aquaculture companies, cooperatives, producer organizations, and recognized industry associations. For innovation projects (codes 18, 19, and 20), collaboration with a scientific or technical organization registered with the National Research Registry is mandatory. The organization must be selected through a market survey with at least three comparative quotes.

The grant may cover up to 100% of eligible expenses for projects between €20,000 and €60,000, out of a total budget of €300,000. The call is open, with the deadline set for applications being March 3, 2026, at 6:00 PM. Projects must be completed by 2027.

Alongside these two interventions, GALPA is also opening a third call for proposals directly dedicated to aquaculture enterprises: Action 2.B.1 “Investments in aquaculture enterprises – Competitiveness and safety of aquaculture activities” Action 4.

The initiative supports targeted investments to improve the quality of aquaculture production, the traceability of the production cycle, and working conditions both in onshore facilities and onboard service vessels. Eligible interventions include modernizing production equipment and initial processing of farmed products—such as sorting, washing, selection, and storage—to increase added value and ensure higher quality standards.

Eligible expenses also include investments to improve safety and navigation through the installation of integrated control systems and advanced safety devices, as well as interventions dedicated to operator well-being: structures and equipment that improve working conditions, health protection, and hygiene of personnel involved in aquaculture activities.

The call is open to micro and small-to-medium-sized businesses in the aquaculture sector located in the GALPA Costa Emilia-Romagna region. The funding is 60% of eligible expenditure, for investments between €10,000 and €30,000, out of a total budget of €150,000. The deadline for submitting applications is March 12th at 6:00 PM.

With these three initiatives, GALPA Costa Emilia-Romagna confirms its commitment to a future for fishing and aquaculture that combines tradition and innovation, supporting the promotion of local products and the transition to more sustainable production methods and processes. These three complementary tools offer concrete opportunities to industry professionals and strengthen the connection between the sea, community, and regional development.
