L'«Agenda 2000» ovvero la polpetta avvelenata

La mezzanotte del 31 dicembre 1999 segnerà la fine di un’ora, una giornata, una settimana, un mese, un anno, un secolo, un millennio e, dulcis in fundo, della nostra zootecnia bovina da carne…

Nel 2000, infatti, dovrebbe trovare piena attuazione la cosiddetta "Agenda 2000", un "papiro" predisposto dalla commissione Ue per il settore delle carni bovine.

Per i produttori italiani di carne bovina l’"Agenda 2000" sarà peggio della Bse perché nel prossimo futuro la pazzia non correrà più sugli Sbo e sulle polveri delle farine proteiche, bensì sulle righe di un documento che sarà devastante per i nostri allevamenti bovini.

È un programma meticoloso per fregarci una volta per tutte e per assestarci il colpo di grazia.

Il tutto per favorire le già superblindate zootecnie del Nord Europa e ridurre l’Italia a un mero e opulento mercato di consumo di carni bovine prodotte da Francesi, Tedeschi, Olandesi, Danesi ecc.

Abbiamo sempre gioito tutte le volte che la Ue ha stanziato fondi per assistere le produzioni del latte, perché senza vacche non solo non si fanno latte e formaggi, ma neppure vitelli e carne di vacca, ovviamente…

Non possiamo però gioire nell’apprendere che l’"Agenda 2000" prevede la concessione di premi per le vacche lattifere, le cui risorse verranno attinte dagli stanziamenti, peraltro già di basso profilo, previsti per il sostentamento della produzione della carne.

L’"Agenda 2000" va ben oltre il decurtamento del fondo di assistenza alla carne, che è già fortemente penalizzante, e infatti si spinge fino a prevedere il ghigliottinamento delle produzioni di cereali insilati, escludendole da qualsiasi aiuto economico.

Ai Francesi, maestri di ghigliottina, ricordiamo che Guilloten, medico di scarso successo, perdette la propria testa con la "macchina" che egli stesso aveva inventato.

Qual è il paese che più di ogni altro soffrirà per la mancanza di aiuti alla produzione di cereali insilati? Il nostro.

L’Italia, che è grande produttrice di mais, il cui insilato costituisce l’alimento base della razione con la quale vengono nutriti i nostri vitelloni.

Ai Signori dei bucolici pascoli il nostro tipo di allevamento sta come un dito in un occhio, e perciò vogliono annichilirlo.

La soluzione finale mira alla sterilizzazione dell’allevamento intensivo, dove siamo maestri, a favore di quello estensivo, dove da sempre, per ragioni ambientali, la fanno da padroni gli allevatori del Nord Europa, già abbondantemente superprotetti, coccolati e assistiti.

Il gioco è facile.

Basta appesantire i già impegnativi costi di produzione del silo-mais chiudendo i rubinetti degli aiuti ai cereali insilati e buona notte ai suonatori!…

Quando in Italia il consumo della carne bovina era di 8-10 kg l’anno pro capite avevamo oltre 9 milioni di capi bovini, ora che il consumo, sempre più contenuto rispetto a quello degli altri paesi, si aggira sui 24-25 kg pro capite, i nostri bovini sono meno di 7 milioni.

Per la Ue non basta! È ancora troppo!

Dobbiamo scendere ancora e portare la nostra dipendenza dall’"estero" dal 50% dell’attuale fabbisogno di carni bovine al 60-65% o anche più.

Come sempre l’appetito vien mangiando e il nostro mercato è un boccone impareggiabile, sicuro e… danaroso.

A noi invece stanno confezionando un boccone amaro, una polpetta velenosa che, come al solito, con l’assistenza dei nostri valorosi rappresentanti, ci faranno ingerire e digerire.

Agenda 2000 One man’s meat…

Midnight on the 31st December 1999 will be more than just the end of a long day, week, month, year, century, and millennium. It will probably also be the end of Italy’s beef industry. Because the year 2000 will see the enforcement of ‘Agenda 2000’, the European Commission’s document regulating Europe’s meat sector in the next millennium.

Italy’s beef farmers are already dreading Agenda 2000 as an even worse disaster than BSE. It was bad enough when madness ran through the SBO and protein feeds. Madness now seems to have been written into the very document which will regulate Italy’s beef farming into the new millennium. Agenda 2000 is a carefully aimed blow below the belt, designed to knock out Italy’s beef breeders. The unkindest cut of all is that this same set of rules will provide another massive boost to the already super-subsidised beef men of Northern Europe. It certainly look as if Brussels is determined to reduce Italy to just another high-consumption market for the beef producers of France, Germany, Holland, Denmark etc...

Italian beef farmers have benefited in the past from European Union milk subsidies. After all you cannot have milk and cheese without cows; and cows mean calves. This time though, we can hardly be pleased to learn that Agenda 2000 will provide further subsidies for milk production simply by taking them away from under-funded beef farming. The fact is that Agenda 2000 goes well beyond cropping already low beef subsidies. By completely eliminating funding for ensilaged cereals, Agenda 2000 will obviously cut back on production drastically. Now just ask yourselves which country will be worst hit by the withdrawal of aid for ensilaged cereals. The answer is simple. Italy. Italy is one of Europe’s leading producers of maize, and ensilaged maize provides the feed base for Italy’s beef herd.

So why is Brussels taking this particular direction? The truth is that Italy’s intensive farming methods have been all too successful, and have proved a slap in the face for the green field traditionalists of northern Europe. Luckily for northern beef farming methods, however, help is on hand from the European Commission in the form of an underhand blow to the competition. The punitive measures against ensilaged cereals are really designed to deliver a knockout punch to Italy’s intensive beef farming and a helping hand to northern beef farmers. When the tap of subsidies for ensilaged cereal production is turned off, beef feed costs will go sky-high and that will be the end of intensive beef farming in Italy.

When Italian pro-capita beef consumption ran at 8-10 kg/year, Italy’s beef herd numbered over 9 million head. Now that pro-capita beef consumption in Italy has risen to 24-25 kg/year the Italian herd is below 7 million. Considering that consumption in Italy still has a long way to go before it reaches north European levels, it is clear that the real purpose of Agenda 2000 is to hand over the Italian market on a plate to the beef producers of France and the north. The EU’s latest measures will push Italy’s dependence on imported beef will increase from 50% to 65% and more.

We may be used to this sort of egoism from the leading nations of the EU, and we may have learned to accept the inefficient opposition put up by our own representatives in Brussels. We would, however, like to remind the bureaucrats in Brussels of an interesting historical fact. The inventor of the guillotine, a certain Mr. Guilloten, ended up decapitated himself by his own invention. The northern beef industry be warned!
